From 1986 to 1989, he was President of the Kabataang Barangay National Federation and was appointed ex-officio City Councilor representing the Youth Sector of Quezon City. From 1992 to 1995, he was elected Councilor of Quezon City and was concurrently Chairperson of the Committee on Tourism and Cultural Affairs. He was the youngest Vice Mayor of Quezon City elected in May 1995.

In 1992, he graduated from the San Beda College of Manila with a baccalaureate degree in Philosophy and Letters. Most recently, he was adjudged Most Outstanding Centennial Bedan Alumnus in recognition of his sterling contribution and leadership in civil governance and politics. He also has a Master of Arts degree in Public Administration from the University of the Philippines National College of Public Administration and Governance (UP- NCPAG). Vice Mayor Herbert M Bautista is also an alumnus of the National Defense College of the Philippines where he obtained his Masters degree holder in National Security Administration. He is working towards his Doctorate degree in Public Administration and Governance from the UP-NCPAG.

In 1993, Bautista was the president of the Center for the Study of Power (CSPĂ“RN) in Manila. He earned a Bachelor of Public Administration (J.Phil.) in Political Science (PEP) from the University of the Philippines before his academic position was transferred to a teaching position at CSPĂ“RN. With this job in mind, Bautista graduated in 1991 from the Baccalaureate of Education and Management in the University of the Philippines (U-PPA). In 1992, he was elected as president of the organization’s first CSPĂ“RN (public, private, and corporate) class. Bautista’s experience as a CSPĂ“RNA candidate is well known to many due to his advocacy for and experience in developing an important role for the “non-profit sector”, the administration of public administration, and other public-private partnerships. This work served to establish the CSPĂ“RN as the leading CSPĂ“RN in the Philippines, which has a highly diverse and diverse body of experts, academics and other qualified civil servants who have worked both during his lifetime and in his current role serving the President of the CSPĂ“RN.

His political philosophy was the foundation of Philippine political philosophy, which had served to form the backbone of Philippine independence from Spain and for which he is credited with leading efforts to implement international human rights principles.

He continued his academic career at the Institute of Political and Economic Policy in the National Security Administrative Center (NUSAC), while at the NUSAC, where he led civil-service and research fellowships while in public service. He has also developed a unique strategic and organizational background. He has since earned an M.A., a PhD., a B.A., a Ph.D., and a Ph.D. from the University of the Philippines National University; an F.A.A., a Ph.D., and two J.A.C., from the University of Hong Kong. The University holds these awards in separate institutions. In 2007 Bautista was selected for an honorary doctorate in Political Science at the University of the Philippines, with his doctoral dissertation in Public Administration as a candidate for the Honor Degree. As the Honor Officer at the University of the Philippines, Bautista was also involved in the Presidential Committee of the National Council of National Lawyers in 1997, where he was promoted to President and a B.A. in 2002.

Active in socio-civic activities, he is presently Board Director of the YMCA-QC, Inc., member of the Rotary Club of Kamuning, District 3780; founding president of the Association of Graduate Students and Alumni of the UP College of Public Administration in Diliman; board director of the Katipunan ng mga Artista sa Pelikulang Pilipino at Telebisyon (KAPPT) and member of the Philippine Constitution Association (PHILCONSA) .

Vice Mayor Bautista is also an Army Lieutenant Colonel. He belongs to the Light Armored Battalion of the Philippine Army Reserve Command of the Armed Forces of the Philippines.

To sustain the objectives of the Arroyo Administration, he has joined the ranks of the administration party, LAKAS-NUCD, Quezon City Chapter.Vice Mayor Bistek, as we fondly call him, was recently elected as the National President of the National Movement of Young Legislators (NMYL), a 6,000-member organization composed of vice governors, board members, vice mayors and councilors including Sangguniang Kabataan federation presidents. This is a testament to his well-spring of experience in the field of politics and local government affairs, as well as his stand on issues and concerns of the Filipino youth of the new millennium.
