In todays society almost every home, school, and libraryin the United States, has computers and access to the internet. Even though computers are very vital to our childrens success in school, the Internet can expose them to inappropriate material including; pictures, movies, music and even online predators. With the advances in technology over the years, the increase in Internet use by children and teenagers has resulted in concerns about preventing illegal Internet activities. The Childrens Internet Protection Act (CIPA) is a federal law enacted by Congress to address the concerns about the access to offensive content over the Internet. Through the use of technology protection measures, CIPA requires public libraries and schools to place content filters on their systems to keep minors from surfing inappropriate sites. The Childrens Internet Protection Act was signed into law in December 2000, by President Clinton. Schools are required to enforce the Internet Safety Policy and filtering devices to block and filter yes or no lists, obscene, child pornography, or any material that may be harmful to minors. CIPAs main purpose is to protect children from the dangers of the internet. Technology protection measures in the school environment can help children from these dangers. The CIPA requires schools and libraries to have protection blocks or filter internet access to pictures that contain the following; obscene and child pornography. The CIPA also requires that schools adopt and implement safety policies which addresses things such as; electronic email, the safety and security of minors when theyre using electronic mail.

The Video Privacy Protection Act was passed by Congress in1988. This act was introduced due to the wake of the controversy that arose when Judge Robert Borks video rental records were released during hearings
