Post Conflict Reconstruction
Libya had been under the reign of Gaddafi for thirty years. Rebels started to retaliate in 2011 to try and overthrow Gaddafi. The fighting had officially stopped in October 2011. Libya still faces government, economic, and social problems. The group of rebels that brought down Gaddafi were all fighting for the same reason, however they now find it difficult to cooperate with each other.

The United Nations needs to assist Libya with taking a path that leads to a better life for the Libyan people. The United Nations has to help reconstruct the government and make sure the leaders of Libya have limited power. However Libya has been moving forward. In July 2012, Libya held its first ever election. The National Congress stated that they are going to write a new constitution for Libya. The United Nations needs to offer assistance with this project to help Libya.

Even though the fighting has stopped in Libya, civilians are still getting injured. One discouraging fact is that children are among these civilians. Children have been getting injured by armed bombs, and a number of weapons that have been leftover from the previous conflict. These accidental injuries have risen sharply up in the past 2 years. Children are the most at risk in Libya because of their lack of knowledge on guns and weapons (MerlinUSA). Children in Libya are curious just like everyone else in the world, so they check out the weapons and accidentally hurt themselves and others.

There needs to be a solution addressed to the United Nations. The United Nations should assist Libya in coming up with a few ideas. The United Nations could safely dispose of these weapons so children wouldn’t get their hands on them. Another idea is to have an educational class on the dangers of these weapons. These educational classes would be meetings in public places. Flyers would be put up to get the word out and anyone would be welcome.

The Kingdom of Belgium wants Libya to be a stable country. The reason why, is so chaos doesn’t spread around. They don’t want every country to fall like Libya did in the reign of Gaddafi. Belgium wants to promote stability in North Africa, and by doing that we must start with Libya. Belgium wants to help with this conflict as much as we can.

All of the Millenium Development Goals tie into post conflict reconstruction in Libya. Many Millenium Development Goals may not be met this year because of the conflict in Libya. Like have already said children are getting hurt in Libya and we must put a stop to it. Innocent civilians are being killed, sadly pregnant woman and children are among them. The HIV/AIDS rate in Libya is 0.3% which could be improved on (CIA Factbook). HIV/AIDS are a problem everywhere especially in african countries. These goals have to be accomplished in short time frame of a thousand days and the Kingdom of Belgium wants to help with whatever they can.

United Nation committees could offer assistance with reconstructing Libya. The United Nations High Commissioner for Refugees (UNHCR) could help with getting Libyans homes if they have been destroyed. The International Organization for Migration (IOM) could offer assistance by building shelters and facilities for Libyans who may have had their homes destroyed in the previous Gaddafi conflict. The World Health Organization (WHO) could help by preventing diseases that could be contracted at refugee camps. UNICEF (United Nations Children Fund) could offer assistance by ensuring the safety of children in Libya.

The Kingdom of Belgium has been doing as much as they can to help Libya, in 2011 they stated that they were going to give Libya six million euro’s for the reconstruction of their country (Reliefweb). Belgium has already spent 2.6 million on Libyan refugees fleeing from the conflict (Reliefweb). Belgium wants to ensure these donations are being properly used towards rebuilding the country. Belgium has always had an active role in helping Libya. Belgium just wants the best future for the Libyan people. Minister Vanackere is prepared to give 250,000 euro’s to Libya, this funding will go towards security for each Libyan citizen (Reliefweb).

One of the biggest problems in Libya is the militias. The government hasn’t been able to control the militias that took down Gaddafi. Another bad decision was to let the militias perform security tasks for Libya. Most militias have gone back to their homes, but some still have power.
