Kirkpatrickhad developed four levels of categorization used to evaluate training. The level one and level two categories are related to the learning of the employees and the employees reactions, which needs to be collected and determined before the training program is developed. Level three and level four categories are in relation to the results and behavior that should be used to measure the effectiveness of the training programs and how the content of the programs issued in carrying out job duties. There has been some dispute that this evaluation method should be avoided unless there is a sign of positive and beneficial changes on all levels.

The individual department and the training for it are considered when training evaluation methods are developed.
