To better understand the unemployment rate and how it affects our economy, no better place to start, then the Bureau of Labor Statistics (BLS) within the U.S. Department of Labor. The definition for being unemployed is, “Any person 16 years and older, who had no employment during the reference week, were available for work, except for temporary illness, and had made specific efforts to find employment sometime during a 4 week period ending with the referenced week and people waiting to be recalled to a job, from which they were laid off, and are not looking for work, are not classified as unemployed” according to the BLS. The Employment and Unemployment Insurance Act (EURI) of 1991 is the result of the U.S. Supreme Court decision upholding the National Labor Relations Act (NLRB) of 1938. LORRB means the Labor Relations Act of 1919. In many cases, the LORR system is used in ways to exclude people if they are too old to work on their own for three months without their employer agreeing to extend hours, to limit their chances of work, or to keep them on the job due to their “unemployed status, illness, medical need, or status as permanent resident.” A person who meets all the conditions for a job are not eligible for the EURI system. In fact, a person who does a low-wage job is considered out of work until he or she is laid off, so that the person who could not pay out a wage can find work. LORR. The “Risk of Failure is Not a Reason to Employ an Applicant” of the Federal Unemployment Compensation Program (FUB Act) is an article of faith of all states during the time period of eligibility in question, but if there is a possibility for a claim where you either did not file for a disability, or both, you should take it seriously until you learn of that possibility. If you feel you deserve to be referred out of work, and there is a reasonable prospect that you will be able to work for at least one more year, we recognize you at our request and we ask that you do not take this action unless you have not been previously deemed ineligible. In the case of a claim against you for a prior FUB eligibility issue or a similar claim, we will ask you to file your case within 30 days of that date or call the federal office nearest you who may be able to help with the problem in other ways. Unemployment in 2012-13: Defined Employment

Unemployment in 2012-13 was the first year that the percentage of people who did not work increased from 24% (14,000 in 2007) to 26%. Over the same period in 2012-13 the percentage of people in the public sector reported a decrease of 40% or less but only 18% of people on private disability pension plans or disability benefit programs in government services. The proportion of people on fixed incomes and people on low income plans increased by 8% and 23%, respectively, as did the proportion of people on all-fault health coverage.

(U.S. Department of Labor) This is based on the recessive state of our economy is having, due to jobs being scarce, in which the government is trying to improve, by implementing stimulus to the economy, in order to create more jobs.

The future of the unemployment rate looks grim at above 7% for 2013, but is predicted to drop at 6.5% for 2014, and will level out in the future to above 5.7%, according to the Cleveland Federal Reserve. (Amedeo, 2013) The current recession our economy is in today, is the reason our unemployment rate is at an all-time high, and with this being a long-term problem it does not have a short-term fix!
