The heavy casualties in the past two years have had enforced loses on both the NATO as well as Afghan and Pakistan forces. After the collapsed of the Taliban regime, U.S concentrated more on Al-Qaeda instead of the Taliban. As a result, the Taliban movement reshaped and regrouped. At the meanwhile, after the fall of the Taliban NATO forces focused more on the northern Afghanistan which was relatively peaceful. due to that the Taliban re-emerged. On the other hand, Pakistan government was compiled to move away its army to Kashmir side rather than North where the Taliban had stronghold. This paved the path for the Taliban on the both sides of the border to regrouped themselves in south , southwest and east of Afghanistan and as well as in tribal areas of Pakistan. According to the UNSG report on Afghanistan emphasizes on the rise of corruption, opium production, lawlessness, and human rights violations. This helps the Taliban to re-emerge and provides the situation for the Taliban to win the war.

The Taliban tagged as a “terrorist organization” by international community have been able to regrouped and reshaped, in addition, are more confident than ever to get back to power in Afghanistan as well as in Pakistan. The collapsed of the Taliban regime dramatically ouster the Taliban out of power and had a big impact on Pakistan as the Taliban leader fled to Pakistan. Both the Afghan government and international community didnt consider the Taliban to reshape in a short course of time. Consequently, Pakistans tribal areas became the Talibans Safe heavens the moment the Taliban runaway to Pakistan. However, the Pakistani government didnt take the fact seriously during the Taliban overflow to Pakistan. On the other hand the Pakistani forces saw no interest in addressing the “spill-over” effect during those years .Presently the Taliban is in full control of several province of Afghanistan, such as, Helmand, Kandahar, Farah and other provinces.

In spite of the military attempt by the U.S and its allies in order to bring peace and prosperity for Afghanistan for the past eight years but unfortunately, the violence has been at its peak. This shows 543% until 2011. According to the Afghanistans interior ministry nearly about 70% of Afghanistan have became the no-go areas government authorities, local people and NGO workers. The reason the NATO and international community didnt been able to stabilize Afghanistan is because of the policies of George W. Bushs administration. Who emphasized more on the military solutions rather than political alternatives. The re-emergence of the Taliban in east and south of Afghanistan increased the burden of NATO and ISAF forces in fight and defeating the Taliban.
