Star AmbulanceCRITICAL ISSUESa heavy reliance on consultantslow awareness of the importance of IS by some managersSTARS BackgroundThe (STARS) is a community based not for profit organization in Alberta, Canada. Their mission as an emergency medical response organization is to provide expedited transportation services for critically injured or ill patients via their specialized fleet of helicopters. After their formation in 1985, the organization quickly grew with funding through private donations and partnerships with community and government agencies

The STARS mission is to “find patients, take care of patients, and transport patients.” Their vision is to save lives through partnership, innovation, and leadership. The organization employs approximately 250 full and part time staff in addition to the hundreds of volunteers from the medical community. STARS has an average of 3.4 missions per day, and more than 1,000 each year. The STARS Emergency Link Centre (ELC) is a 24-hour emergency medical communications centre that offers timely information to emergency service providers for critically ill and injured patients as well as a range of services for industry partners

Decision CriteriaThe strategic plan for STARS must align with the company’s mission statement. To improve the efficiency of IT governance taking in account the 10% decrease budget cost.Gaining the trust and co-operation of the STARS management team.Discussion with Powell regarding information systemWithout having enough support from executive, managers, and operational levels, he would not be able to effectively implement any change To persuade the senior management of the need for greater control over IS activities, the CIO needs to fully understand the importance of the IS role himself and be able to communicate its significance to both the CEO and the executive committee. Khan should clearly communicate the scope of the work he plans to undertake, his expectations on the impact and the benefits. Khan may encounter some resistance from department managers which is a threat to potential for success of the plan .So once he has

made some meaningful decisions, he is able to create new management roles for different stakeholders, provide recommendations and other information as he sees fit, and use that information to effectively carry out work. The CIO needs to establish consensus as to what needs to be done on a single plan that incorporates the IS role in all of our missions and priorities. In case of a specific recommendation to be made and a review of the proposal, the CIO needs to review the proposed action plan, the specific steps (previous step in this process) and a further discussion will follow. After establishing the plan based on a specific framework and assessment of the needs and requirements of our work, the CIO can make a final decision about its own plans to continue the work. For example in this case it is possible to continue operations in many sub-strata and for different objectives, such as health, education, or the arts or technology. We could further reduce the budget, but it is not feasible to make all a plan as there are few, if any, IS activities that will take priority in the final plan. We still need to meet our objectives in our current priorities for these sub-strata, but we need to maintain consistency in our priorities. This plan is a very short time frame, the overall planning of a plan by the CIO is likely to take a long time, so it is not ideal to make it too short or too late. The process may get too complicated for a few reasons.Firstly it could be very long, this is partly because the IS personnel in the organization do not meet the required time limits to be involved in IS activities or to be involved with a particular project.Secondly people working on the Plan A, B and C are the ones who have the opportunity to contribute information on specific aspects and activities of the project. In those cases they are not working on the overall Plan B and C project, their responsibility to manage and carry out IS activities may extend beyond their current day workload. For most IS activities, the CIO may not have the capacity to coordinate the projects and maintain the mission, or to be the principal author of IS information.A general summary of IS needs will be required to be written by the CIO. For the purposes of this article, we will use the following table to indicate the priority of IS resources (to date):Total number of IS projects (excluding non-IS activities and development programs)In accordance with the IS goals of the mission, if each target includes multiple projects, such as a wide range (i.e. all of our most basic needs or activities are targeted simultaneously), it means that the mission objectives can be achieved through that single target only. A higher number of IS projects is more desired. In order to achieve this maximum aim, the mission objectives need to be met by working collaboratively on them. To get to 100% focus on all such IS functions, one would need at most two or three projects. In this way, the IS objectives must be accomplished independently. For this reason, a minimum number of the key IS priorities are necessary (see above). In summary, there are a number of strategies that could have been employed by a CIO. These include:A plan should be based on a number of objectives and should follow, on a budget structure consisting of a basic financial plan (see above), an appropriate strategic plan (see above), a specific set of key strategic plans with appropriate strategic goals, and a plan of future IS needs. It MUST focus on an overall mission (i.e. goals and requirements), such as the focus on IS security, the strategic plans, the IT security and IT technology of the organization, strategic priorities, and the support of the company.A project management approach (with an understanding that it will ultimately

To provide support to any project, an action may be taken, by a company leader, by the executive committees. (see below)An individual leadership is a key position on a corporate leadership and there are many factors affecting the ability of a leader to be effective. We have always identified two: leadership and accountability. The executive will need to understand this and follow through on action. An administrator is defined by the need to take decisions for a company and not be seen to be in charge of the work. These roles are defined in one of two ways: An administrator may have a direct role within the business to provide a management tool, which is the information that the CEO or his staff has, or may have, access to. An administrator may also have a primary role that is in charge of the management of a project that has the capacity to be implemented by the executive team. For example, the administrator could act as either a manager and/or a data provider. In our system, however, an administrator is responsible for management of a project that is being led by an individual CEO who, when he leaves office, will become one of the main lead persons in the management of the project.

The information technology sector has a strong position on many facets, and the focus should remain on our systems as our goal. An understanding of how the organization will leverage all of these points together to generate a strong technology ecosystem
