Problem and Purpose 2.1 Problem Statement2.1.1 Providian Trust’s outdated information system has caused a lack of oversight and control, outdated reporting systems, ambiguous staff functions, and an inability to keep up with client demands.  Furthermore, the current system lacks the security safeguards with regards to clients PII that is required by law.  This lack of security is required leaves Providian Trust open to heavy fines and  costly lawsuits.  The deficiencies have resulted in a loss of command and control, repetitive workloads loss of competitive advantage and $5 million every year. 2.3 Purpose2.3.1 The purpose of this project is to implement an updated information system (Access+) and restructure job functions.  Upon transformation, Providian Trust will be better suited to react to increased client demand.  The improved system will enable increased efficiency, service quality while lowering operating costs by $9.2 million per year.  The system will also enable centralized control of all Providian Trust operations by providing accurate information and reporting.  The Access+ implementation will also restructure staff functions between operations, support, IT and establish clear functions throughout every department.2.4 Scope2.4.1 The Access+ implementation will cost $18 million and is estimated to take 24 months to complete.  The change process will be conducted in four phases of planning, execution and training, testing, and implementation.  2.4.2.  The planning stage will be conducted from XXXX to XXXX.  During the initial planning phase, the team composition will be made and  hold planning meeting on a weekly basis.  With help from business unit management, the team will decide what process to transfer to Access+ based on input from employees.  Unit managers will adhere to personnel and information requests during this phase.  The project team will include the following activities and require the listed deliverables:
