Democracy is the relationship between the state and the individuals.

It is also the procedural protection for civilians and also minorities.

In divided societies, 51% is perhaps not sufficient for action to be taken. All minorities needs to be heard and agree to future laws (easier said than done). We take it for granted that society is divided. Elite agreement should represent the groups within that given society.
How Britons see the EU:

Has the UK benefited from being a member of the EU? 43% of Brits thought so compared to the EU average of 59%.
•
The notion of a written EU constitution is inherently at odds with Brits.
•
Brits
