One such contractor is Blackwater USA. Blackwater USA is the self proclaimed, “most comprehensive professional military, law enforcement, security, peacekeeping, and stability operations company in the world” (www.blackwaterusa.com). In short, they provide training and solutions aimed at supporting security, peace, freedom, and democracy anywhere on the planet (www.blackwater.usa.com). Recently, Blackwater has been involved in projects related to Iraq and in New Orleans. So what is wrong with companies like Blackwater and Bechtel (British based contractor)? Why doesn’t the United States government use them more often? They seem to be confident in their reliability and more importantly, their goals are very reasonable. The fact is, there are a number of aspects that must be considered when determining whether or not it would be beneficial to use these contractors. These topics include reliability (keep in mind Blackwater is not the only company being referred to), cost, past relations, personnel, and reasons for using private contractors in the first place rather than our government military and law enforcement agencies. The use of private security contractors, although a liability more than an asset, poses a number of issues in regards to future military endeavors.

It is estimated that about 15,000 to 20,000 troops are currently deployed in Iraq working under private security contractors. Many of these men have former combat training and experience with branches of the military such as the Navy Seals. In general, the PSC’s tend to take on high risk tasks such as protecting convoys or high ranking government and military officials. These roles were once fulfilled by traditional military units. The reasoning for this transition from military to PSC’s is that the government employed troops (such as the marines) can take on positions that are more important. However, the high risk jobs taken on by the PSC’s do not come at a cheap price. It is not uncommon for an employee of these companies to make up to $100,000 a year or even $1,000

s, which leaves the government free to spend as much as it wants. In turn, it is more attractive to those who would gladly support the military as a private security contractor, a position that they have traditionally performed. An increase in support costs for these private security contractors is a cause of concern. PSC s have faced numerous problems over the years. This problem was solved when the Pentagon began paying contractors to operate within the “private security exception” to the rules of the US military. These contractors do, however, carry the burden of protecting the national security and military personnel at public and military contractors facilities. In order to fully implement the private security exception, the PSC s will be required to provide a professionalized security training program that includes some form of training and experience.  (4) In the current administration, the Department of Defense has placed high priority on national security. In addition, it is increasingly being forced to employ a new set of military standards that the public sector must meet. These new standards will be implemented more often by the Department of Defense without oversight, which is causing increased costs and delays for employees and employees’ families. Many of these security requirements, if implemented, would significantly reduce the value of these employees’.
1) As noted earlier in this article – The National Security Agency (NSA) is currently using technologies that are unique to foreign forces – the ability to remotely read and analyze communications, even remotely – while operating at home and in remote places. These can be viewed as new capabilities developed by U.S. intelligence agencies (both domestic or international) that offer some privacy-based advantages in the absence of government regulations. This is in addition to the fact that the vast majority of internet users do not connect to government-sponsored service providers. This capability is being built by the NSA through a broad and growing network of intelligence gathering programs that the government is making accessible to citizens, including to the police, police stations, and schools, without any government oversight. These programs are using the NSA’s surveillance capabilities to target American citizens living in countries such as Russia and China. The ability to remotely read and process information from Americans’ homes and computers can be used to target the lives or lives of American citizens.

These programs are not only used by US intelligence agencies to identify terrorist threats, but also to provide the security required for targeted action by terrorists and their cyber criminals. These SIGINT communications are transmitted at speeds from the NSA to the public and military for the purpose of identifying, locating, and destroying threat information. SFFS allows the NSA to read information and identify targets, in an environment where the threat exists.
