Bush vs. outlook
Although we cannot always observe differences between the two, President Bush and
Senator Kerry have very different views on how to make America stronger and lead us into the
21st century. These similarities and differences are clearly demonstrated by their views on issues
such as education, health care, and national security. President Bush, with his conservative or
right wing view, and Senator Kerry, with his liberal or left wing views, give the citizens of the
United States two very different choices for President.
President Bush and Senator Kerry agree that education is the key to our country success
in the 21st century. Education is the core to all Americans achieving more in life by performing
to their up most potential. President Bush has already signed the “No Child Left Behind Act”
which holds every student in this country to high standards and every school accountable for the
results. He increased funding by 49% for elementary and secondary education for Fiscal Year
2005. The President plans to pass a new act requiring all 12th graders to pass a standardized test
to ensure they have the skills necessary for college or the jobmarket. In his 2005 budget, the
President increased funding for Pell Grants and increased the maxim amount per grant to $4,050.
Senator Kerry has a plan to create a National Education Trust Fund to ensure all schools get the
money they need. He also is a strong supporter of after school programs staying open until six
p.m. to give students extra help and to keep them out of trouble. If elected president, Kerry
plans to offer a fully refundable College Opportunity Tax credit of up to $4,000. per year and
give states aid to keep tuition down. Both candidates agree that everyone should graduate from
high school and be able to afford college if they choose to go. On the other hand, President Bush
believes that federal money should be given to the states to divide out to the different school
districts, while Senator Kerry seeks to create a national fund. Both presidential candidates
understand how important educational reform is on the growth of our nation, but have different
plans on how to achieve it.
The United States needs affordable health care to keep our citizens healthy, our
businesses assertive, and our country all-powerful. President Bush has already passed legislation
creating new Health Saving Accounts, which provides flexible and affordable insurance choices
for small businesses and individuals. The President created prescription drug benefits under
medicare, opened new community health centers and provided a health insurance tax credit.
Currently he is working on a medical liability reform act to address the bombastic increase in
medical malpractice premiums and a tax credit for people who do not have insurance provided by
their employer. Under Senator Kerry’s plan, the federal government would take over 100% of
the cost for all children enrolled in Medicaid. This is a deviation from the federal-state
partnership of the Medicaid program and will obviate states from any inducement to control the
price. Senator Kerry
