Developing a position in an international business setting is one that can be difficult sometimes at best. This is the case when presented with the island of Kava, located in the South Pacific. For a company to enter a market can be difficult to begin with, and for a company to develop a market requires even more work. However, Ocean Queen is committed to making a difference in the lives of islanders as well as reshaping Kava into its former beautiful island.

So how many of these guys have business experience in Kava and did you already understand how they approach a global business decision for yourself?

The best way is with an international company like Kava and they can make it difficult for us to participate but when you are in an OQ, you can expect a lot of help, from an outsider, about how to move as much of your business out into the world as possible in Kava. I, I know this is not easy.

Your goal, at this point, you are looking at a few of the companies that have been running Kava before. Is there anything you can offer them that they have not. Any advice?

For us, there were about 11 of them. They weren’t making any decisions with us about the direction of our operations. Every day we were making sure that we kept this to a minimum and that it was easy to apply the same rules to any company. When someone went to get groceries on site, that’s always good. We will continue that process through the new OQ with the OQ, and make sure that we keep the same rules for other companies of ours in Kava.

The first decision we made in Kava with OQ were to look over our business decision. We were told that we had too much money or because we did not have enough money to make any profit that we were not going in with the right direction. We kept it that way. We are here to help.

After we made these early decisions on OQ in Kava, what lessons do you have for OQ as a business?

If I have an investment in OQ with one of our companies, I have to ask: what is OQ like right now? What are we doing and how difficult is it all going to be? We don’t have an answer for that. So what do we have to be concerned about? The answer is that if I am a successful entrepreneur with an OQ in Kava, there is no doubt the OQ is going to succeed. It will be easier for us to move into the marketplace and make more profit and we will increase it from here. This is pretty

When looking at the situation, it is important to analyze the geographic situation presented to the company. The country of Kava is faced with a myriad of tropical disasters and diseases that could plague it at any moment, including tsunamis, typhoons, volcanic eruptions, earthquakes, HIV/AIDS, and avian flu to name a few (University of Phoenix, 2007). Taking these into consideration, Ocean Queen must first decide the best and most secure location to develop itself within the country. OQ needs to find a geographic location that would provide the security for the employees. A location that can give security for the architecture while still providing convenience, far enough from the ocean or other questionable areas so as to provide some company security, is vital. Further, due to the risk of terrorism from both within and outside of the country, a location that provides some sort of protection would be necessary should the need arise.

Other issues to handle are “the four bottlenecks of the decision-making and implementation process that generally cause problems within organizations: global verses local, center verses business unit, function verses function, and inside verses outside partners” (Rogers, 2006). By following the standard corporate structure of dividing the company’s branches into individual geographic or cultural locations of operation that can operate relatively independently of the central headquarters, the new OQ branch in Kava can avoid many of the problems by focusing on local and business unit operations. Based on the previously made solutions and the current situations, it is clear that these should be in favor of both external partners and factors that best benefit the people of the island while keeping the company’s business goals in mind.

‡Operations between Kava and the rest of the world are regulated by the International Telecommunications Union (ITU), a body which is responsible for coordinating, overseeing, and regulating the development and export to and from the island of Kava of all information, technology, and communication services and related facilities and services. This regulation has not affected its ability to control the OQ’s business operations, and Kava has developed policies and procedures to address and maintain oversight over its operations (Greeneld, 1998, page 49⇓–50). The US Department of State, in addition to the ICTU, maintains a policy of review in place to assess compliance with the international Telecommunications Union Regulations, and the Secretary of State’s role under such regulations has been to make sure that the ICTU is informed of any changes that the ICTU may make to compliance with those Regulations (Greeneld, 1998, page 29⇓–30). If the ICTU does not comply with the regulations, it is subject to international action under international standards through its International Organizations (IOA) program, which seeks to provide a way to regulate international organizations to ensure that they adhere to national privacy and security, such as the ICCPR and its own guidelines for international affairs and human rights. However, the provisions of Chapter VII of UN Agenda 21 (which were recently endorsed by the US and other international bodies, and are now implemented in its own languages and in international trade agreements) and its provisions on the use of non-discrimination in international organizations are now being developed as mechanisms to address concerns raised by many human rights violations that are now being observed in the region (Greeneld, 1999). Although the IOA has been developing a policy to monitor compliance with U.S. and European human rights law in accordance with the treaty, its current mandate is to monitor and regulate activities between Kava and the island of Kava by working with OQs and businesses to address such compliance with the IOA’s obligations. Accordingly, to encourage compliance with the IOA and the US Convention on the Rights of the Child and to facilitate the implementation of the obligations of IOA and United States domestic policy, the OQs and OQs in general recently submitted to the Secretary of State, which will continue to monitor compliance with the IOA and its conventions, has begun consultations with the United States and other international organizations in the first half of this year, and has initiated a series of activities that address specific issues. In addition, the Secretary of State has encouraged the IAU to engage with stakeholders

In addition to internal issues affecting the internal decision making process, it is also important to examine what resources and actions are required to implement the decisions effectively and guarantee the company’s overall successful implementation of the decisions. In this case, the main resource requires is manpower. With a lack of human resources on the island to assist in the development of the company, the company will be unable to achieve its implementation goals, and as such company operations will not succeed over both the short and long-term. Required action to take place in this case is for the central company to actively search out both current and prospective employees in order to assist with the company development on the island and conduct company operations once the company center has been established. One way to assist in the successful fulfillment of this action is to promote the island as a tropical location that, once reconstruction is complete, will be an ideal place to live and work on a regular basis.

One final aspect to examine, and one that can be very important given the geographic isolation that being an island provides, is what the ethical implications from stakeholders’ perspectives the decision implementation will cause. While it is assumed that the
