This part of commissioning starts when you write requirements. Control in a nuclear power plant is through hard-wired electromechanical relay logics. These logics results in numerous multi-conductor cables between the control room and power distribution equipment and end devices. Instrumentation and low voltage control wiring is typically run from the end device to the main control room, or to local control panels.

Electrical components and systems are used to perform safety functions in a nuclear power plant. Computer based controls are used for the latest generation of the nuclear plants.

Functional safety is part of the overall safety that depends on a system or equipment
operating correctly in response to its inputs this is ensured by C&I commissioning engineers.
During plant operations, safety is achieved by a number of protective systems which rely on many technologies, for example electrical, electronic and pneumatic etc.

All of these require C&I to have an organisation that can work with all these technologies.
When the system is ready for acceptance testing a Regulator is invited to witness the test. This test determine whether or not the system satisfies its acceptance criteria and to enable Regulator to accept the system.

Organisation
Senior management is responsible for the formation of this organisation. A Construction Site Manager must list all the skills that are required for commissioning C&I. Senior management must hire according to these skills requirements. A reference plant C&I organisation may be copied when necessary.

This organisation will be involved in the planning that will be carried out to specify steps (Procedural and technical) that will be used to demonstrate that the safety related systems satisfy the safety requirements specification.

In most situations, safety is achieved by a number of protective systems which rely on many technologies (for example hydraulic, pneumatic, mechanical, electrical, electronic, programmable electronic).
