Osaka International Airport, located in the densely populated suburbs of Itami and Toyonaka, was surrounded by buildings; it could not be expanded, and many of its neighbors had filed complaints because of noise pollution problems. In the late 1960s, the Kansai Region in Japan realized an economic need for a new airport near the Bay of Osaka. This project was being undertaken to establish a new airport. The construction began two decades after this. The airport was built on a 1.25 km u 4 km man-made island 5 km offshore at an average water depth of 18 m. The project commenced in 1986 and the airport was opened for flights in 1996.
