Doctors and scientists may find a new treatment to deal with HIV/ADIS, malaria and other diseases. As a result, the mortality rates can reduce by the development of medical technology. Similarly, the goals about poverty and education can also be met by developments of economic and technology. ICTs provide a means for technology transfer in many different countries, and for all involved, from the low income to the rich and rural to the urban and rural communities. Such a new approach is important to ensuring that the international development and trade sectors are able to meet all the ICTs that are needed for economic, cultural, educational and social development. We need to understand that these technologies are essential to improve governance, facilitate innovation, and enable people to create a better world for all. The world’s largest organization, a non-governmental organization known for its work in social problems, i.e. in science and technology, with over a billion members, has been called the “Rethinkers in America” (Shen, 2000). It has many activities for both public and private sector. In addition, the organization has a non-government level mission that is focused on reducing poverty in all parts of the world (Karp, 1996, 2004). In the most recent quarter, the organization is underfunded with over $1 billion of budget in the past two years (Hoffman, 1995).ICTs provide direct access to technology by integrating social and non-social effects through the development of new and existing technologies. These technologies could be used to improve living arrangements, to support economic growth and promote social welfare (Larsen " Jackson, 2012). ICTs create a bridge to new experiences so that they will contribute to the realization of global goals and improve social, democratic, and civic life and society. If these innovations are delivered in the form of open software (including libraries and free software applications), then the ICTs can promote economic growth, increase human well-being, and improve our health. It can also contribute to economic development through the promotion of skills, including health (Larsen " Jackson, 2012; Larsen ", 2014-25); technology integration, including new public and private sector businesses; and cooperation to enhance social and economic development and welfare (Larsen " Jackson, 2012). A key element of the policy of “Open Source” technology is in the fact that many of its devices can be used on a single person’s premises. In my opinion, the ICTs provide the opportunity to establish links with new and existing stakeholders that will help people to develop their own capabilities and new ways to change lives (Larsen " Jackson, 2012).The role of knowledge in social transformation has been recognized by the authors regarding the relationship between knowledge and technological transfer. Through the use of information and communication systems, information can be exchanged with the human with a sense of empowerment and satisfaction, through a kind of communicative capacity, to build a greater level of belonging and belonging among the people. By understanding and using this capacity, a sense of empowerment and satisfaction can be created through a sense of belonging in society. It can include the ability to share knowledge in a different way, but also to create new skills in communication for better use by people. If these technologies are used to promote knowledge and make people aware of their own responsibilities and responsibilities, a sense of empowerment can be formed. Technology can also improve communication between people through a sense of belonging by empowering them to interact with others, both at work and home, in a positive way.
