Industry and the operational contextThe logistic and supply management industry has grown to become a significant sector in most economies of the world. But in most countries like china and other fast developing nations, the growth of international trade has led to the rapid demand of logistic services without the expansion of the infrastructure. On the other hand, companies are making significant amount of investments in developing the transport related infrastructure (Schroeder &Ahmad (2003). The most prominent challenge faced by most logistic companies is the shortage of logistic and supply management professionals to offer customers exemplary service. The lack of skilled employees coupled with the insufficient infrastructure has been said to be the cause of loss or damages of the goods in transit.

The industrial and service sectors are the single most important and influential factors in the growth of the industrial services industries. However, the lack of trained, experienced and qualified personnel is an increasing concern. One such factor is a shortage of logistics personnel, who would help in their role. The shortage also affects the efficiency of the logistics industry, which will be one of the main areas that will need more focus in recent decades. On the other hand, the technical and engineering sectors have a lot of dedicated manpower, thus increasing the importance of those parts of the industrial and service sectors that have become a crucial part of the fabric of the business.

It should be noted that as these three sectors can become a major source of income for the corporations in certain countries, it can be beneficial to support and strengthen the businesses of the other three areas including: technical service, manufacturing, and the supply management industry such as the IT industries. The technical service and the supply management industries are two distinct domains, while the manufacturing and the supply management industries, which are the key sectors of the industrial and service industry, all together represent the major factor during the development of the manufacturing market. The Philippine Regional Development Council has formulated an overview of the country’s financial and economic development capabilities over the past three years, and has made a comprehensive set of recommendations to further strengthen its development. In particular, the Federal Coordination Committee has reviewed the country’s recent projects of construction, financial investments and financial support in order to improve the Philippine economy. During this process, the Executive Council (ECC) also approved an ambitious study on the Philippines’ capacity to implement the Philippine Regional Economic Plan, to be coordinated by the State Development Foundation. Moreover, the Philippine National Committee, under the leadership of President Duterte, is studying the economic conditions of the Philippines, including its ability to maintain existing structural and institutional safeguards. This will help to strengthen the economic and social conditions of the region, in particular through the establishment of appropriate investment, infrastructure, and research in support of the development of national development strategies.

We note that in spite of the improvement in our economic and social condition, the situation of the economy in the Philippines remains difficult, with a relatively tight growth rate (RBI 4.7% year over year in the decade after 2012), the rapid growth of unemployment, and low interest rates, respectively. The macroeconomic outlook appears well below its expected future trajectory. We consider for the following reasons why the Philippines remains a strong financial contributor to the international banking system and the Philippine exchange rate systems and we call on the United States to cooperate with the Philippines to ensure fiscal transparency in relation to its domestic and global financial institutions. In addition, we note that the Philippines has in the last few years made substantial structural reforms in its banking system, in particular in dealing with bank lending policies. The government has adopted structural reform policies consistent directly with the Federal and State Financial Reforms Act, to address the need to make clear and measurable the financial integrity of its banking systems. The reform policies also provide for more stringent controls on its own borrowing and supervision, thereby ensuring compliance with IMF-U.S. requirements under the new International Monetary Fund (IMF). The implementation of these reform provisions is in a positive step in terms of improving the economic situation of the Philippines and for strengthening the economic and social conditions of its regional and global financial institutions.
