My family built one of the first ten homes in Grovemont when I was four years old and I have been living there since then. The original original letter and a second one was sent in the mid-90’s. It was received shortly after the Great Recession and received a tremendous amount of attention. It’s believed that the letter was sent by Howard County Executive Steve Staunton, who is now the chair of the U.S. Conference of Catholic Bishops. It was later discovered that the county was actually incorporated in 1913 – a year before the Supreme Court of Alabama issued its decision in the American Civil Liberties Union v. County of Monroe. More than 50,000 people responded to the letter and the group became famous for the message of a letter from the Supreme Court. The case is currently in the trial court, but at this time there is no comment on this matter.

In March of 2012 the State of Maryland announced a $40 million federal grant for a project that would begin with the installation of a new Howard County Water Power Plant, which would cost the state more than $50 million, and eventually provide over 10,000 water sources to a population of up to 3.5 million homes per year. The Howard County Water Power Plant would supply 30,000 homes in the Howard County area. The first home will be located near the new Water Power Plant on Canal and Mardis avenues during Spring 2013. While it’s still early days, with the construction of new homes, there is plenty of housing to begin with with. The Howard County Department of Parks and Recreation will hold an outdoor playhouse in the garden. In addition, the Howard County Public Works Department will provide land use planning services for residential owners.

The Howard County Department of Environmental Management & Conservation has been working on the project for over 20 years. The project was approved by the Secretary of State’s Office and the Howard County Commission of Parks and Recreation.

The Howard County Environmental Review Board of Review has been engaged since 1990 and the project is expected to take approximately a year to complete. The City of Howard County signed a Memorandum of Understanding with the Environmental Review Board in July 1994. With respect to the Howard County Environmental Review Board’s ability to apply to be considered for a permit to carry on the Howard County’s plans, this approval is not a matter of opinion nor is it of necessity. The public has a natural right to know what decisions the Board and the Administrative Board make.

The Howard County Administrator was given a special education certificate which allowed her to practice law and to become certified as a full-time Howard County Fire Officer while serving on the Howard County Environmental Inspection & Conservation Board of Review within one year from the date of her acceptance of the certificate. This is required as a condition of her employment and employment will continue. An official is hired to prepare an E-GIS document to help applicants complete their evaluation. The E-GIS is the basis for a certificate issued by the Office of the State Superintendent of Public Works and is approved by the Howard County Board of Land Administration on a 5-year work standard.
