Human capital is moving across national boundaries as companies expand their operations throughout the world. In this global environment, people require extreme care and each is different. Human resources must seriously consider the needs of its company’s people as they cross international boundaries. Solomon (1994) states, “As the global marketplace expands and the demand for qualified people grows, HR will have a direct effect on the bottom line…HR must identify and develop global talent to meet business goals” (p. 89). Therefore, HR strategy must be aligned with business strategy in all locations of the organization’s operations around the world.

This paper will address the global staffing strategy of the J.M. Smucker Company in acquiring the Philippine based Barrio Fiesta Manufacturing Corporation. The challenges facing human resources management (HRM) as a result of the acquisition will include cultural and regulatory factors and how these will impact the J.M Smucker organizational effectiveness. Recruitment and selection practices will also be discussed along with the mix of expatriate and national workforce. Abilities and skills of the workforce will be identified from which training and development requirements will result. Additionally, required compliance audits will be determined and discussed. And finally, required changes in the current organizational structure to achieve the revised strategy of the current Barrio Fiesta Manufacturing Corporation will be discussed.
