In 1961 the German historian Fritz Fischer published a book called “Germany’s Aims in the first World War.” This book caused a great debate amongst historians and people of Germany. In the book Fischer stated that Germany was the main reason for the outbreak of the first World War in 1914 which backed the claim of the treaty of Versailles. The treaty of Versailles was said to have entirely blamed Germany as the sole reason for the damages the war had caused. Fritz Fisher also stated in his books a number of thesis which were used to argue and put forward the point that Germany had actively planned for a world war since 1912 and as a result should be rightly blamed for starting one.

The first point put forward by Fisher in conjunction with the thesis that Germany was guilty for starting world war 1 in 1914 was Germany’s increased militarism during the years leading up to the war. This signalled that Germany were aggressive and intended to start a war. Fisher points out that between 1910 and 1914 Germany’s military expenditure rose by 73%. This significant increase was said to be 10% more than Germany’s greatest rival France. Using this as evidence Fisher says that after 1910 and specially after 1912 Germany had decided that sooner rather than later they were to go to war and this was the main reason which caused such a huge increase in military expenditure. Fisher also states that in comparison France were not expecting to go to war and as a result did not increase military expenditure by as much as Germany did. From these observations Fisher has argued that the increase in military spending of Germany in the years leading unto the war was a signal that they were intent to embroil Europe in war and were thus preparing for it.
