First, in the early 1870s, the German Chancellor Bismarck was the first to start the alliance system which was one cause of the First World War. Other nations only followed him. Second, the extreme nationalism (Pan-Germanism) in Germany made her desire to unite with the Germans in Austria-Hungary to become a great German state. With her support, Austria-Hungary came into direct conflict with the Serbs in the Balkans. Third, Germany was the most militaristic in the Armaments Race between 1871-1914 . Comparatively, other nations only shared a lesser blame. All these show that Germany bears the most responsibility for the outbreak of the First WW.

We must understand that in order to be a world power, we have to be able to act from within. Without that, all world powers must be governed on a global basis. Furthermore, the German policy of creating regional states (like the British and the Italian) at the expense of global and regional ones may result in many world powers having more resources and influence than they originally had. Moreover, Germany must be the world’s greatest power, and this power can have a big impact on Europe.

The Great War gave the Soviet Union an opportunity to try and establish its own state in Poland in the early 1920s. The most effective way to take that power away was to create a “socialization” to increase the national resources of some areas of the Polish economy. The Polish government, through the help of some local leaders of its own self-styled “socialization” of the sector, decided to establish a large state in the country. The problem was, the Poles didn’t like the idea. It’s possible that the Polish state could only be economically viable, but in reality it was very costly and unstable.

The Great War also set the stage for other conflicts that we may have seen or contemplated, and the First World War produced other opportunities for different forms of conflict. For example, the Russo-Japanese War of 1898-1900, which brought Japan to the brink of an arms race with Germany. That war, however, also resulted in the establishment of the Soviet Socialist Republic in Russia. But if other conflicts brought Hitler and his allies closer to Russia, the USSR would not remain together for long. The only way to avoid that would be to become more dependent on both European and Soviet power as a force.

From 1910 to 1914, while France increased her defence expenditure by 10%, Britain by 13%, Russia by 39%, Germany was the most militaristic as she increased by 73%.
