This could become a serious threat for the people if some nation, particularly one that could be considered an independent nation or a nation state that has done a poor job in protecting against its people, are not included in its territory. This country could benefit from clean running water just like any other civilization. With this problem solved, the nation could look forward to an increase in clean conditions, and less outbreaks of disease due to the improved conditions. Allowing the Zephyristani government to have access to machines and methods of garbage pickup, disposal, and management will allow the pollution that is created by unsanitary conditions to decrease and disappear altogether. This will, in turn, allow the overall health of the population to recover.

General education is also an issue in Zephyristan. The educational system there consists of an elementary school system and no higher education. Zephrystanis, if they wish to receive a more formal education, must venture out of the country. A stronger educational system set in place would allow for the learning of necessary skills. Reading and writing being the most important as the literacy rate of the country is about forty-percent.

Education is also an issue that should be dealt with in the early stages of $B!H(Bintervention$B!I(B. Once Zephyristan obtains the resources for a more structured educational

system, they will then be able to produce more leaders. Also, the literacy rate of the country will be positively affected by the proposed educational system.

Political unrest also seems to be an issue plaguing the new nation. The vast majority of particular tribes (each with their own traditions and ways of life) and the economic position in Zephyristan makes keeping a leader in power difficult. Zephyristan has a history of coups and radical shifts of power. This situation by itself may prove to be Zephyristan$B!G(Bs downfall. Zephyristan needs a stronger and better way to police and govern its people. Without a legitimate and sufficient police force, the country will eventually fall into disarray.

The infant mortality rate in Zephyristan is surprisingly high. This high rate is mainly due to poor health, lack of proper sanitation, and hospital facilities that are in need of various medical tools and equipment. This problem will be solved by improved sanitation, better hospital facilities, and better overall healthcare.

Problems in Zephyristan will call for much more that just providing more food. Political stability must also be taken into account. These daunting issues, the inability to develop practical economies and a lack of educational opportunities among then, must be addressed. This is the goal of the United States.
