All entry-level candidates for operational positions shall be required to have the same minimum qualifications. All operational employees shall be cross-trained at basic levels of EMS, fire prevention, fire suppression, hazardous materials and technical rescue. The Department shall offer current single-role providers basic training for all hazards on a phase-in basis. The Department shall allow single role providers to meet adjusted fitness standards that fairly and reasonably accommodate their incumbent status, including their age and level of experience. All employees shall have the same basic pay and benefits. The City Administrator developed a plan, on March 31, 2008, to transition to pay and benefits parity between current single-role medical providers and dual-role providers.

The department shall establish a department-wide plan to provide all primary, secondary, and tertiary medical services and paraprofessional training to single-role and other employees. The plan contains broad-based programs to improve workforce performance in all areas of the public administration, including: training for management, promotion, supervision. The plans will include an integrated training program for multiple levels and the provision and training for employees to the Department of Administration for a wide range of specific areas. The plan includes additional training, including advanced patient care education, professional service development, risk management and patient safety, and management certification for the general public, public safety, public health, and the public safety and security services.

When a single-role employee moves on to full-time work, at other times in the same service line, the department shall set specific standards for how to address these issues, including training in fire and EMS, risk management, and risk management for the fire department, and compliance with all federal, state, and local law as required. The program shall include a certification course, including a certification course on fire prevention and hazard management, a management course, community service development, and a community service development course providing training. The program shall include periodic, one-year certification examinations based on an evaluation of all issues as identified by the Department and the employer.

Prior to moving on to the next phase in the program, the department shall conduct an assessment. During the assessment period, the department shall review its staffing plan and report to the department’s Chief Counsel on staffing levels. The employee who meets the current staffing levels for any position must be placed on a no-call basis to complete the program. This employee shall not have an obligation to serve a position in the next phase of training. The department may consider providing additional training and/or additional experience that meets the requirements of the state or county health departments, which may be required to provide training to new physicians, pharmacists, or other workers who were not previously approved training.

In addition to the existing program, the department has launched a series of national studies for a national role model with a focus on the need for EMS and other health workforce needs.

In addition to conducting the National Workforce Transformation Survey and the National Research Council’s training exercises the Department is taking on two activities for this study: one on the needs and abilities of the current workforce and both the National EMS Management School and the National EMS Nursing School in which research is underway to better identify the best and most effective practice and develop more relevant and timely training. The second is an annual workshop on training, quality, and accountability to address issues.

The department has initiated research to better understand the needs of the current EMS workforce, particularly young workers, and develop better information systems. The national EMS Management System is the nation’s most widely used training tool. The National EMS Management System will help increase effective training and workforce engagement by training nurses, health care professionals, and other health workers who have the necessary skills to understand, evaluate, and implement a national system for EMS, improve its effectiveness, and reduce workload and resources
