This paper is an audit of the management of Christian Outreach Centre Australia and the Ministry Support Centre (MSC). The MSC is the head office for Christian Outreach Centre (COC) and provides the strategic leadership, planning, organizing and controlling for Movement of COC in Australia.

CHRISTIAN OUTREACH CENTRE
Brief Overview of Christian Outreach Centre
COC commenced operation in June 1974 and has grown into a multinational organisation. COC has approximately 1100 churches in thirty-three countries around the world, with 190 churches in Australia. COC could be regarded as a “Global Business” each major region, Australasia, America and, Europe are separately constituted and are not committed to a single home country. (Davidson & Griffin 2000, P.189). COCs International Office and Ministry Support Centre is based in Brisbane.

The Ministry Support Centre
The MSC provides the Movement of COC, predominantly Australia, with head office support. COC in Australia is centrally governed, it has a common constitution and a single Board of Directors (The Oversight) that are responsible for the churches in Australia. The International President (The Chairman) and the National Chairman (CEO) maintain their offices in this location.

THE ENVIRONMENT
The Internal Environment

The Oversight
The Oversight is an elected advisory board of pastors.
3.1.2
The Pastors
The Pastors are contracted to the movement under service agreements. It is considered, in law, that the Movement provides an organisation for them to work out their calling unto God.

The Employees
The movement has 600 employees. They are predominantly administration staff, schoolteachers and academics.

The Church Members
COC has 35000 predominantly middle class members across Australia.
The External Environment
3.2.1
Other Religions (The Competitors)
Immigration has seen an influx of various religions. The Muslims, Buddhists and other minor non-Christian religions are seen as competitors and also as customers.

The Regulators
The same regulators that regulate commercial organisations regulate the church. The major regulators are Local, State and Federal Governments.
3.2.3
Strategic Alliances
COC has strong strategic alliances with other Christian denominations. There is regular communication and sharing of resources between all the major denominations. The church has a number of industry groups that facilitate these alliances. The Australian Council of Churches and The Pentecostal Ministers Fraternal have direct association with COC.

The General Environment
3.3.1
Economic and Sociocultural Dimension
The current healthy economic environment in Australia has lessened the cost of social support programs within COC. The low interest rates and increase in equity in property, through the rapid price rises in the property market, has improved the overall financial position of COC.

3.3.2
Political Legal Dimension
Governments are constantly revising legislation that has direct effect on the Church. The current privacy and antidiscrimination legislation has changed the environment that the church operates in dramatically. These changes directly effect the operational costs of the church.

The Culture of COC
COC has developed a strong culture, influenced by the founder and the leadership of the church. Being a church, the Christian values and morals influence every aspect of the organisation. There is a strong blue-collar influence throughout the church. As the church has developed and matured, the culture is shifting. The influence of the white-collar middle class is shaping the values and beliefs of the management and membership of the movement.
