1.      A major objective of the research in this report will be to provide an overview of Boeing’s Strategic Energy Analysis (SEO) project, and to assess how successful it has been. This study does not, therefore, constitute the ‘first national assessment. The SEO analysis projects do not involve the design or construction of new aircraft, or to develop new products or technologies. Instead, they involve evaluating and evaluating existing systems, systems and technologies. What this will tell us will depend, indeed, on how we assess and evaluate Boeing’s current strategic strategic relationships in international, regional, multilateral and military, and to what extent their investments have been successful. The findings in this report will help lay the groundwork for determining whether Boeing’s SEO plans, strategies, policies and strategies for future economic and human development (HR&HE/DEO) will, for the next twenty years, hold meaningful value. The SEL/LPDL project does require a degree of complexity to be followed through on, but that is nothing compared to the complexity of the SEL: it will need to be studied by the public and funded by the Federal Government. The SEL project will be done in a multi-dimensional manner which will include a large team of planners who will work closely with others at the relevant time and within the parameters of their national security role. Each of the three projects will be different, both in scope and in time, and they will require expertise and the knowledge derived from multiple different research and planning exercises. They will involve complex research methods, and a large group of other professionals, on different levels of expertise and in different places in the world.         While this is a very basic study in the sense that it will be short and is not to cover all of Boeing’s global strategic issues, it will allow us to examine what has gone wrong and what has not led to its current failure and why.2.
