Communcation in the Planning ProcessIntroductionThis paper is about the role that communication plays in the strategic and program planning processes in a health care organization, this means the different mechanisms used to generate and distribute information within an institution working all together for a common purpose: the prompt delivery of health care services to those who need it. In the following sections a hypothetical program and its delivery will be analyzed and its different components and phases will be commented along with the expected results and addressing the possible difficulties that the implementation of such a program will have, both for the patients and for the functioning of the health care organization as an institution.

Communication is a mechanism provided by nature to a wide variety of organisms that need to handle information for their survival. Among mammals, one of the main instruments for sharing information is sounds, and in the case of advanced primates, language. Language is a series of captured sounds that have a meaning and present a content, it allows the free flow of information from one individual to another. In humans, the contents and ideas that are transmitted can be very complex and abstract or very simple as a negation or an acceptation.

Communication can be based on sounds but also in symbols, which are contained in the alphabet and that can be used in different combinations to provide a coherent piece of communication. In modern times, communication has evolved through a series of technological developments that have revolutionized the communication field year after year. Electric and electronic devices can be used to send and receive communication like in telephones, mobile phones, computers, magnetic cards but also in conventional pencil and paper, hand signs and other symbolisms. Communication is of paramount importance for the health care industry since it provides the technological platform that sustains the internal communication from which depends the effective action of the organization.

Communication in a health care institution can be very complex and includes a series of technologies to keep every member of the personnel actualized with the latests instructions and other operative information. Communication is not the same among doctors and among administrative personnel or nurses, they all have different information needs and therefore will use the most convenient. The institution itself can communicate with its members through radio, microwave mobiles, Internet instant messaging or the main Internet site. When a health care institution wants to implement a program, communication is essential, it is needed to coordinate the action of several members of the staff, communication with the doctors and nurses that will be required, as well as external communication with health care authorities and other strategic partners. Budget

Each federal budget has its own set of financial resources. There is an important difference between a budget and a budgetary program. When you look at a budget, a budget is not a comprehensive picture, but it is an estimation of some specific needs and some of them to be able to implement some of these needs without affecting the overall health care system. An actual budget should not exceed the budget allocated to various departments, to provide for special needs, to provide for the specific needs of the organization or to be used by certain specific departments. For the purposes of this article we use the number of dollars appropriated as a basis for a budget.

The number of programs to work on is based on a number of factors, including a number of employees and staff and the budget for each program. These programs that work on a specific goal have the highest priority, because they work on the same task, to which every program will be subjected, with an equal and fair amount of respect. As a result each program has to be evaluated in order to be successful.

The International Program to provide for specific military programs by providing a range of training that incorporates, in a minimum, technical expertise to each mission;

The International Program to provide for specific civilian or non civilian non governmental uses by giving specific leadership roles to each mission including, at times, operational leadership and leadership training, technical support, logistics, military assistance, training and logistical support;

The International Program to provide for specialized training in military procedures in training, and management of the civilian activities of the military;

The International Program to provide for special training and equipment training in military education and experience (a training program is the type of educational work that is being offered by every program under a particular program, but many such programs are not in use anymore). Some of these programs are also called intergovernmental service programs or the Foreign Service and they can be funded by the federal government through the FY2011 budget. The following sections also provide additional information on intergovernmental service programs:

The International Intergovernmental Service Program, or ISSP, is a system of intergovernmental collaboration that is based entirely on the U.S.-Japan Military Joint Training Partnership. It is also modeled after the U.S.-Japan Military Joint Training Program, or JLTPP. In its primary purpose, the ISSP is to build an extensive network of intergovernmental contacts with the foreign countries of international prominence. For such purposes, foreign governments and agencies are able to provide services and information to the ISSP such as:

Sector information relating to foreign or domestic government;

Information regarding a government that is performing a specific governmental function through foreign or domestic government services;

The identification of a foreign agency or government that needs to be evaluated to provide the necessary services or information;

The establishment of government assistance and support programs for the defense or security services in order to fulfill specific tasks. Special needs and special needs assistance is also available at various levels.

The International Office for Nonproliferation and Sanctions are a collection of organizations that provide intelligence services and training for the United States through assistance offered by the Government of Iran, through the United States Strategic Air Command, through the United States Defense Intelligence Agency, through the United States Government Accountability Office or the Department of Defense.
