A lot of instances of neglect is involuntary due to the parent or caregiver being ill, incarcerated, unemployed, etc. In 2000, three million referrals were made in concern of the welfare of children. 879,000 were victims of neglect or abuse; 63% suffered neglect; 11% physical abuse; 10% sexual abuse, and 8% suffered psychological abuse. Be mindful that these only include the cases that come to the attention of community agencies.

Children are a high-risk group for developing all sorts of physical and emotional problems. Children are not fully developed with the skills and defenses needed to deal with life itself and its stresses. Children just require and need care, love, and guidance. A lot of children suffer from serious disorders including: child psychoses, retardation, and physical abuse.

A lot of private and government agencies offer child protective services. The state social service agencies including: the department of social services, human resources, and human services process most of the abuse cases. They provide counseling to the parent(s) or issue out court referrals. Community services are provided to the children while their caregiver is being taught the skills needed to better care for that child. If the child is seriously endangered than, foster care comes into place. But, there has also been controversy with children and foster homes. Some reports say that children have been raped, abused, and neglected in foster homes as well. Another approach to help abused children is (PA),

the Department of Home and Social Services, by the State Social Services agency and the Agency for Social Development, by the California Health Department and by the Santa Barbara County Registrar of Voters.
The Department of Community and Family Services of the State of California, which administers, administers and controls community and social service programs, provides social services for children, including nongovernmental organizations, law enforcement, legal education, education, and human rights, including the Department of Human Services. We work a variety of ways to protect children at home. Our office has been in touch with the California Department of Human Services and the Division of Social Services and our legal practice has allowed us to help provide all government programs available. By supporting social services, the State of California protects all children and young people of every age from neglect and violence. It takes great heroism, and the courage and grit put into service by our community of nearly 12,000 to stay home safely and to stay on track to earn a safe child home. It takes dedication, sacrifice and determination through hard work and determination, including the ability to have the greatest possible chance for happiness and hope.

Our advocacy group, San Bruno Valley Advocates, supports many of California’s community of child carers, such as our social services. We also support others such as The California Coalition of Parent-Centers, the California Child Protective Services Network, the California Children’s Health Services, the California Department of Families and Children, the Department of Juvenile Services, the Department of Education, the California Department of Corrections, and the Department of Human Services.

California’s child welfare system helps us protect children at home from any potential abuse and violence by law enforcement, by police officials, by government agencies and by people of all levels of governmental concern. We seek to make a difference in families and communities by supporting victims of abuse, through referrals and education, by building better communities and strengthening trust. The State of California supports state and local organizations who use and provide services in the child welfare system and helps to improve educational opportunities and ensure better home environments.
We believe that providing children with resources in a place that has been broken or destroyed by a violent police act is a very important first step in ensuring a safe, safe home.
