The ProjectTwo years ago AT&T Wireless implemented a project to upgrade their Customer Resource Management system (CRM). The project was a huge undertaking and was the leverage company executives thought was needed to reposition the one time communications giant as worldwide leader in communications. At least, that was the plan.

BackgroundAfter the turn of the century AT&T Wireless began to fall behind in the world of wireless communications. Customers jumped from carrier to carrier and AT&T lacked the technological advances to retain their customer base and remain profitable. Market share was slipping and changes were necessary as AT&T was losing ground on its most important asset, its phone network.

While the advances in cell phone technology advanced at blazing speed, AT&Ts antiquated system could not transfer data via cell phone. This was a monumental problem that was costing the company millions. Combine that with a shift is technology that actually diminished the quality of cell phone calls with AT&T subscribers and the scene is set for a tsunami of problems for the company.

The ProblemAT&T Wireless executives frantically tried to complete a CRM upgrade to Siebel 7, a CRM wireless number porting system. Since the company had dropped in market share and fallen behind Verizon and Cingular, the project was undertaken at a fever pitch. The new CRM system had to be up and running in time to handle an FCC deadline for allowing customers to change carriers without changing their phone numbers (number porting). The effort was a failure and the system not only crashed but also was not able to be brought back on line. The collapse affected not only AT&T Wireless services, but also other aspect of the business, and customer service representatives could not keep up.

The FCC’s review board members felt that no other way to put the issue than a major change to Internet access would be better utilized. The commission needed to determine the viability of a solution to an issue facing Internet access providers to move forward without having to provide the additional cost-benefit analysis needed to avoid having to reroute service lines under the existing system. The Federal Communications Commission could move forward without any additional hearings, regulatory hearings, and legislation. At this time, it would be best to let the FCC decide that, as long as the FCC is willing to consider the alternative to providing Internet access, the alternative remains open-ended.

We are pleased to see the decision to delay the implementation of the “New Title II” Title II solution is now available and we look forward to meeting with the FCC and the Federal Communications Commission to discuss all its actions that are necessary to ensure that this important measure of the Internet lives up to the commitments of this past Congress, the United States, and the people of Illinois and other states. Together, we will be working with the FCC to ensure that the FCC agrees, as it currently stands, that Internet access providers make the right investment to meet these needs.

The FCC had revised the “Tether Act,” introduced in 2010 by Sen. Jon Tester and Sen. Elizabeth Warren (D-Mass.) after the enactment of the Telecommunications Act. The intent was to address Title II regulation on the Internet and a requirement that Internet providers be subject to the same regulatory frameworks as telephone companies. But on October 23, 2010—two days before Net Neutrality and a ruling by the FCC—the administration’s version of the “Tether Act” was passed: the Communications Roundtable Act. As a result, many of the key provisions of Title II have been changed to ensure they are met, but other areas remain untouched. In a press release in February 2012 the United States Department of Justice (DOJ) issued recommendations to replace several of the remaining provisions with new rules that will eliminate the uncertainty regarding the current regulatory framework for the Internet and address the concerns of Internet Service Providers (ISPs) and users that the Obama administration already took to public.
