Loudoun County Board of Supervisors Meeting
This meeting took place on September 18, 2007 in Loudoun County. This meeting was held specifically for immigration issues. The most commonly brought up issues for immigration were business licenses, overcrowding, zoning, legal limitations, and property value. Another thing that was brought up was Dillon Rule.

Some people that were there included Scott K. York, Chairman (At Large)
Bruce E. Tulloch, Vice-Chairman, Potomac District, Jim Burton, Blue Ridge District, Lori Waters, Broad Run District, Sally R. Kurtz, Catoctin District, Stephen J. Snow, Dulles District, Jim Clem, Leesburg District, Eugene Delgaudio, Sterling District, Mick Staton, Sugarland Run District. Sheriff Simpson of Loudoun County also spoke there about the legal actions that are taken for illegal immigrants that are put into the custody of the police.

On the issue of business licenses, there was a big discussion and debate. They discussed how it is illegal to hire someone who is illegal and that if they do then they should be double taxed if they do not sign the paper saying that they are following all laws of the government. Other things that were brought up on this matter were having the business licenses revoked of the people that were knowingly hiring illegal persons. Mike Staton kept bringing up the issue of just following the law. That came up because they would say something like “Well we are not in charge of that it is the that does” and would say what actually controls that. Staton was basically saying that if people just did their jobs then there would be less of a problem.

Overcrowding was also a big issue. They were talking about how they cannot control how many people are living under one roof and cannot go in to the household and determine who has the right to live there and who does not. They said that there could be thirty people living there and 10 cars outside but it is the neighborhoods and what-nots responsibility to control what is going on. A policeman cannot go into the house and regulate it like Sheriff Simpson brought up. It is not the police officers duties to go and do that.

The legal limitations went with basically all of this. Sheriff Simpson brought up different things regarding illegal immigrants. The supervisors would ask him what they do with illegal immigrants that get arrested. Simpson said that with higher crimes they contact someone to come and get the illegal immigrant to deport them. With other crimes such as DUIs and things like that, it is likely that the illegal is sent back into the public, unless it is an ongoing thing that that illegal was doing. Simpson also said that it makes it harder to identify them because of the means of fake ID that they have. A new program is getting started that they take pictures and finger prints of the illegals and can find out who they are within a matter of 10 or so minutes. Sheriff Simpson also brought up the fact that 1-n-3 gang members that get arrested are illegal immigrants.

Basically in conclusion to all of this, Dillon Rule rained over this. “Dillon Rule,” which states that municipal governments only have the powers that
