This is not by oversight. Europeans are suffering a birthrate decline and mortality rate increase. Wealthy Europeans make the mythical argument of overpopulation so they may discretely eliminate darker people of the planet.

With the European birthrate at a constant decline it makes sense that it would be wealthy white males making the false argument that it is too many people on the planet. If a child is born 9 months later, new cars, refrigerators and cash prizes in excess of 10,000 dollars are given to parents of a newborn baby regardless of how many children they already have. Germans are slowly disappearing, with the fact that there are less German babies being born, it is blamed partially on the large immigrant influx of Indians and Africans. By the late 1940s and early 1950s, the world’s leaders were in the process of transforming the American society from aristocracy to working class. In 1946, Truman and the Republican Congress passed a Welfare Reform Act (WRA) allowing for all Americans to vote.

The White House was ready that a welfare reform package could be achieved. He asked President Truman to send him a memorandum of understanding stating that welfare reform was a national policy that could be adopted by all of the four major political parties for the U.S. as long as it was followed by all major powers and all of the states except one, and that a national policy of welfare could be adopted to be implemented in all major countries, including each one, without any additional legislation. In 1948, it became clear that the U.S. government had the power to legislate over America. This policy had been developed by President Harry S. Truman to implement the Welfare Policy of the National Health System. The program was designed to help welfare recipients with high and chronic health problems.

It was only in 1946 that the Truman Administration, through the Welfare Reform Act of 1946, adopted the United States Department of Social Services in its name.

As a result of this, it was possible for Welfare to be used as part of national policy in several countries. In 1948, the President of the United States sent a memorandum to Truman that urged the President to adopt a national welfare reform which would enable all citizens of this country to be assured of their constitutional right to vote. The memorandum instructed the Department of Social Services to implement this draft Welfare Improvement Bill. The memorandum also instructed the State Secretary of State that if an American should not have a health insurance plan, he or she would issue an Emergency Medical Treatment Act (EMTA) so that an American could take urgent care of his or her condition under the State of Washington.

Because of this, the U.S. Constitution of 1948 would be adopted to provide for the immediate adoption of welfare reform. The President of the United States sent a memorandum to Truman urging the President to implement these changes

In 1947, the President sent a letter to him stating the following: “Eugenics has come to be a form of antiheroism. It consists of a man or a machine who uses his powers only to save the lives or property of his fellow man. It is intended to do that and is therefore immoral as well as immoral.”

In 1949, the United States Supreme Court upheld the Social Work Act of 1949 on the grounds stated in the Department of Social Services memo. To this day, the Department of Social Services has used the phrase “Eugenics” in its Welfare Reform Program, which in this context is meant to be a form of welfare to which citizens have due responsibility.

It is important to note that on a practical basis, the United States should be understood to be a welfare state where all Americans have equal due process of law as to the rights and privacy of those they claim to protect. Thus, if a citizen from a social security welfare plan or in some cases a health insurance individual or person is convicted of crime for a crime of theft or a robbery, when that crime may occur it can happen.
