PROJECT SUMMARY
Introduction
General Contracting is planning on building a cement production plant in the town of Middletown, in Frederick County, Maryland. As part of the process an environmental impact study must be undertaken before the county can issue a permit to begin construction.

Project History
General Contracting has been producing building materials since 1964. It produces cement, gravel, and asphalt for construction contractors in the Pennsylvania, Maryland, and Virginia area. It is the number one producer of building materials in this region.

Project Objectives
General Contracting is planning on expanding its current cement production facilities in Maryland by building a new facility in Middletown, in Frederick County. The cement production plant will double the total current production in Maryland by increasing output by 2400 cubic yards of cement per week.

The new cement production plant will run from the hours of 8:00am to 5:00pm and will close for 1 hour for lunch at 12:00pm on Monday through Saturday. On Sunday the plant will be closed.

During each day that the plant is operating it will produce 400 cubic yards of cement. The production of cement will produce some effects to the environment which must be analyzed for negative impacts.

On any given day there will be approximately 20 fulltime employees running the plant, including management. Approximately 100 cement trucks will come in and out of the plant during the day with an estimated weight of 5 tons each.

SCOPE OF WORK AND EXPECTED DELIVERABLES
The environmental impact study must be submitted following the rules, regulations, and format prescribed by County of Frederick Building Permits Division and the State of Maryland Building Permits Division.

The environmental impact study must be completed in a 3 month time frame, beginning on 01/01/2006 and ending on 02/28/2006.
The environmental impact study will describe the current existing environmental conditions of Middletown, Maryland by the cement production plant. These will include:
