On 23 January 2009, the Government of the UK of the United Kingdom delivered a signed draft letter outlining the changes which will be implemented to Royal Air National Guard’s training. Royal Air National Guard was created on 31 July 2003 and it has not had any direct impact on the Royal Air National Guard’s operational missions. This is because of the lack of training over the period of 20 February 2013 onwards as the only training program being introduced. The government has since announced that only 25% of Royal Air National Guard members will be on the Royal Air Force. While the remaining 25% of the training will be offered at a later date and at a much faster rate (20% per year) this is because it is intended as a service to replace Air Force members who will soon become members. The reason for this is that it is a very effective way of attracting future airmen to work with RAF, in the future Royal Army Navy and Air Corps will have to provide them with high level education to succeed in the profession. Also, training to carry out Royal Air National Guard duties in the Royal Air Force will have to be in combination with more intensive work for Royal Air Service personnel due to their experience and skills in ground combat such as parachute flying, aircraft reconnaissance, aerial and air warfare.

However, the actual training that the Royal Air Force will have to provide for Royal Air Force members will not take place until the early 20th cent of next fiscal year.
