There are three potential sites where each one of these has advantages and disadvantages. To select the optimum site we decided to examine and analyse each location by emphasising on political, economic, social and environmental factors because it is significant to know the political, environmental situations of each site, the social needs and wants of local people, also the economic issues in terms of profit and costs and finally any environmental themes in terms of protection and pollution.

Part 1 – Decision DocumentPotential Site A: ‘’Old Colliery’’      Initially ‘’Old Colliery’’ is located in the east of the district. There are some advantages and disadvantages about this site. First of all by building a new hospital in ‘’Old Colliery’’ area could be a reason of unemployment reduction because there is a large number of unskilled and semi-skilled workers where they could apply a job in the hospital as cleaners and porters. Linked to that local population and key politicians would welcome the job opportunities.   On the other hand this site has as a clear disadvantage the need of remarkable amount of investment for sterilise and cleaning up the area before it can be build upon, in turn costing a lot of money. Moreover the extremely poor transport links in this area has as a result the delayed access to the hospital for staff and patients thus affecting the number of customers and visitors.  Regarding the economic aspect the building of new transport links would be costly. ‘’Old Colliery’’ area has basic infrastructure problems in terms of non-stable to build on and the absorption of good quality housing and facilities. In addition a significant issue is that it would be difficult to persuade and to attract professional staff because of the general situation of the location and due to the lack of appropriate accommodation for them. It has been pointed out that a crucial disadvantage of this site is that part of Site A was used as a hazardous chemical dump and also there were industries of coal, steel, glass and chemicals where this describes the district as a low quality environment because of the lack of green spaces. Consequently this issue affects environmental topics as regards pollution and health of people who work or they are in the hospital by causing damages in their health and possibly death. An example of this point could be the Love canal Story-Tragedy in 1978.
