The 19th is the century where thought upon the social problems formed in a
systematic science. There are many thinkers, who have contribute with their ones
life- work. Marx Weber is one the most important thinker, who define the object of
sociology emphasizing the meaning of the relationships where developed between the
persons and the social teams .Under his own theories Weber maintain that sociology
can the societies phenomenon, fairness ,as Durkheim says and as does all
the exact sciences. In addition to that, can understand the of the phenomena
and explain to the simultaneous sociological issues, like the phenomenon of
bureaucracy.
Weber believes that one of the things that differentiates the modern from
the old society is politic, meaning the organization and the formation of state. The
definition of bureaucracy is very think with Weber (1946), who gives her specific
content and count her as the most efficient form in organization, for the rational and
resulting achievement in administrative targets. Concerning Weber, the “ideal type”
for bureaucratic organization, like the state in the rational society, contains the
following principles:
Fixed and official jurisdictional areas which are ordered by rules, that is laws
and administrative regulations.
Hierarchy and levels of graded authority where the lower offices are
supervised by the higher ones.
Management is based on official documents.
The officials have thorough and expert training.
It requires the full time work of the official.
Management follows rules.
The above-mentioned points compose a cohesive idea that leads the function of
the rational society -rationalism- according to Weber. Webers views about the
rationalistic bureaucracy has three main characteristics:
Rationalism of bureaucracy aim at the greatest administrative
effectiveness.
On the other hand, bureaucracy composes a system of the sociological control and the exertion of authority, which based on the rationalistic acceptance
